King Salman: 48 Years Running Riyadh Before He Ran Saudi Arabia

Most future kings spend their apprenticeship at court. Salman bin Abdulaziz spent his running a city.

He was appointed governor of Riyadh Province in 1963 and held the post until 2011. That is close to five decades in a single administrative job, during which Riyadh went from a modest desert capital to a metropolis of millions.

The governorship is usually skipped over in accounts of his life, which is a mistake, because it is the part that explains him.

Running Riyadh across forty-eight years meant handling land allocation, infrastructure, foreign investment and the delicate business of arbitrating between branches of an enormous royal family. He acquired a reputation as the family’s internal mediator, the prince other princes went to when a dispute needed settling quietly.

That role is worth more inside the House of Saud than any ministry. When the succession eventually reached him, it reached a man who had spent half a century accumulating obligations across the entire dynasty.

The Sudairi Bloc

Salman is one of the Sudairi Seven, the sons of King Abdulaziz by Hussa bint Ahmed Al Sudairi.

King Abdulaziz had a great many sons by a great many wives, and the resulting family is less a household than a political system. Full brothers, sharing a mother, form the natural alliances within it. The Sudairi group, which included King Fahd, was the most cohesive of those blocs, and membership of it placed Salman near the centre of Saudi power for his entire adult life.

He acceded on 23 January 2015, on the death of his half-brother Abdullah. He was seventy-nine.

The reign has been defined less by what he has personally directed than by what he has enabled. The elevation of his son Mohammed bin Salman to crown prince, and the concentration of economic and security authority around him, is the central fact of the past decade in Saudi Arabia. The Public Investment Fund, the Vision 2030 programme and the social changes that came with them are the crown prince’s projects.

Salman turned ninety in December. Reuters reported in January 2026 that he had left hospital in Riyadh after tests described by the state news agency as reassuring.

He remains king. What the office now signifies, after a decade of delegation, is a question the family will answer rather than the constitution, because there is no constitution that answers it.
